Are these something we have to pay for ourselves if we our staying at the non host hotel? and if so are they expensive?

The Universal water taxis are free. They don't check for anything to board them so you don't have to be a hotel guest or have park tickets. Thanks for your question!

Yes, they are running very frequently throughout the day. I always see them going through the water. I just have to find out where the ports are :).

But to get from the Royal Pacific to the Portofino, you have to go to CityWalk first, and then switch to the other water taxi. It should take about 30 minutes to get from one to the other.
