I noticed that for submissions there are no guidelines for papers. Are academic Harry Potter papers being considered for submission? If so, what are the guidelines regarding the proposal and the paper itself? Thanks so much!

We are definitely accepting academic papers!
We used the term "lecture" to describe the kind of presentations we are interested in because we wanted to encourage people to present not only finished papers, but also in-progress research, unfinished papers, and so forth. We're interested in having academics present, but we don't want to exclude people who are at various points in the paper-writing process - or people who might never publish their work in an academic journal, but are still doing interesting things.
You have a lot of latitude in how you want to present your paper, but most people's presentations have taken the form of a lecture followed by a Q&A session, since there's no guarantee that the people there will have read your work. On the other hand, we strongly encourage people to interact with their audience - maybe more than would normally be appropriate at a purely academic conference. We've found that presentations with a high level of interactivity are better attended; people find them much more enjoyable.
Does that answer your question? :)
